History of MCTC The Midwest Counterdrug Training Center (MCTC), is a national asset administered by the Iowa National Guard Counterdrug Task Force, and is one of five Department of Defense funded Counterdrug training schools. It is located on Camp Dodge Joint Maneuver Training Center (CDJMTC) in Johnston, IA. Since 1999, the MCTC has trained over 220,000 local, tribal, state, and federal law enforcement officers, military members, and prevention and treatment professionals across the United States.
In 1998, the Iowa National Guard Counterdrug Task Force conceived the MCTC as a way to bring counterdrug training to law enforcement in Iowa. Between 1999 and 2002, the Iowa National Guard Counterdrug Task Force hosted more than fifty different courses under the MCTC name, receiving training from the three existing National Guard Counterdrug schools. Due to this success and with the support of U.S. Senator Charles Grassley (R-IA) and U.S. Senator Thomas Harkin (D-IA), Congress directed funding for a fourth Counterdrug school under Title 32 U.S. Code Section 112. On October 1, 2002, the MCTC offered its first course as an independent training center.
Once established, the initial goal for the MCTC was to offer roughly 80 courses and train approximately 3,000 students annually. The MCTC has exceeded this goal each year of its operation. By spring of 2022, the MCTC had trained over 220,000 students and had completed more than 6,050 training courses.
The training courses provided by the MCTC are not exclusive to Iowa. Once the MCTC was officially established as a Counterdrug school, its mission was to offer training throughout the Midwestern and Northwestern United States. Over 60 percent of the MCTC courses have been conducted outside the state of Iowa; with mobile courses requested and hosted by agencies with the greatest need for high-quality counterdrug training.
Today, the MCTC offers more than 60 different narcotic related training courses, both on Camp Dodge JMTC and throughout the nation. The MCTC's course offerings continually change and adapt to the current drug trends, from combatting methamphetamine labs in its early history to combatting the opiate epidemic today. The MCTC also enhances the capabilities of the National Guard Counterdrug Support Program, directly supporting both the Counterdrug Criminal Analysis and the Counterdrug Civil Operations courses.

Board of Directors
The Board of
Directors advises the MCTC Leadership on the critical training needs of law enforcement officers and communities. The Board provides oversight and
advisory support to the MCTC Commandant, Director of Training, and staff. The members of the Board of Directors are comprised
of the Adjutant General of Iowa (or his/her representative), the Commandant of MCTC, and representatives from agencies involved in developing and
conducting counterdrug activites in the primary service area.
